On 28.01.2014 partners met at the project kick-off meeting in Podgorica to review project activities, financial and administrative matters.

The presentation of the project partners (employer associations and trade unions) shows that social dialogue in the textile, clothing and leather sector in Croatia, Macedonia, Montenegro and Serbia is poorly developed (if compared to Slovenia, for example). Therefore, a comprehensive approach to capacity building for social partners is required concerning the conclusion of collective agreements to regulate the area in question and highlight the importance of keeping the European textile, footwear and leather sector afloat.

The European social partners recognise the problems caused by the economic crisis and the competition from emerging markets. However, they underline the importance of social dialogue to remind the national and European leaders of the necessity to preserve the sector, skills and technology on domestic soil.

Furthermore, the partners pointed out at the kickoff meeting that social dialogue is not merely collective bargaining and that other topics should be given more attention within the future project activities.

Another issue pointed out at the meeting was the question of cooperation within the European integrations and therefore in the European social dialogue, with the limited financial capabilities of associations or trade unions constituting the biggest obstacle in the majority of cases. Both the European and other project partners agreed that the projects of this type definitely provide an opportunity for or a manner of cooperation.

The partners were also informed about the project activities and administrative matters essential for the smooth running of the project.
