Employers demand that FP is voluntary for employees and employers and should motivate employees. Tax deductibility should apply to all and, as the law proposal is designed for the needs of the work force, employers demand that there also be possibilities to reward management. Since wages in Slovenia are very high in comparison with other transitional economies, and payroll fringe costs rank among the highest world-wide, employers demand that FP schemes do not raise labour costs.

Trade unions agree with employers that FP should be voluntary for employees and employers and agreements on FP negotiated at the company level. They demand that employees wishing not to participate in an FP scheme have no disadvantages, that employee share owners have the same rights as other share owners (voting rights, the right to sell shares on the market, etc.), that the participation in FP does not depend on personal performance, and that employees are able to withdraw from the FP scheme.

It is expected that trade unions and employers will reach an agreement on the law proposal and that the law will be passed in 2006.
